Moonta Redevelopment

Moonta Redevelopment

Project Description

In 2017 Council engaged the services of WAX Design to assist Council in the preparation of an Urban Design Framework (commonly referred to as the Moonta Town Centre Master Plan) with the focus on the Moonta town centre.  The Framework will be integral in guiding future development and infrastructure projects in the town centre as it will ensure that short term projects to improve the public realm are aligned with a long term vision of the town centre.  It will assist with staging and budgetary provisions as well as providing a strategic overview of the Moonta town centre.

After the initial investigations, a public meeting in the Moonta Town Hall and a first survey undertaken from June to July 2017 (over 250 submissions received), a Background Report was prepared and submitted to Council in December 2017.  The first survey identified some key issues requiring further input from the public.

Some delays occurred in the progression of the project until early 2019, culminating in a community consultation day on Saturday, 1 June 2019.  The consultation was considered a success as more than 120 people attended throughout the day to make comments and provide input.

The public consultation day was followed by a second survey (June to August 2019).  The survey was available online and was also available in hard copy in Council Offices and other offices of members of the Moonta Traders Group. In total 391 completed surveys were received from the general public and 46 from the Moonta Traders Group.  The Traders Group requested Council to have their submissions analysed separately.

The results of the survey (including the community consultation day held on 1 June) are reported in the Moonta Urban Design Framework Consultation Report below.

Finalisation of the consultation results allowed WAX Design to prepare the Draft Moonta Urban Framework Report, which was made available to the public for final comment.  Comments were collated and presented to Council before WAX Design were requested to make amendments before publishing our final Moonta Urban Framework Report

The Master Plan will provide the pathway forward to create the vision the community have for the Town Centre.  The Master Plan is the first crucial step in the process, but won’t necessarily result in a redevelopment or major project. Based on what you tell us it may just result in small changes to future planned maintenance and renewal works or smaller projects over many years. But who knows, at this stage our first priority is hearing from you.

WAX Design have undertaken a community consultation and an analysis process to understand what makes Moonta a great place and what opportunities exist to enhance this in the future.

WAX in partnership with the Copper Coast Council facilitated two sessions with the community. An initial site walk over gave members of the Council staff and Councillors an opportunity to provide detailed project brief and information on site.  This was followed by a presentation to the community which allowed WAX Design to introduce the project and gain an initial understanding of community, its feelings and sentiments towards the urban design of the town.

WAX Design then undertook a detailed site analysis process to understand the spatial context of the Town Centre as well as assess the function of the Town Centre as well as its provision of facilities and amenities.  These sessions were aimed at collating information to gain an understanding of the issues and opportunities presented by the Town Centre. Using this information a comprehensive survey was developed which aimed to test the analysis and receive feedback from the people who live, work and visit Moonta encouraging participants to thoughtfully consider their aspirations and ideas.

The Background Report seeks to reflect upon the outcomes of this consultation and analysis process and will assist in guiding the Draft Urban Design Framework for the Moonta Town Centre.  Further consultation on the Draft Urban Design Framework will commence in early 2018.
