Council Assessment Panel (CAP)

Following the commencement of the Planning, Development and Infrastructure Act, Council established the Council Assessment Panel (CAP) in October 2017. The CAP will continue to assess and determine certain types of Development Applications pursuant to their delegations.

MEMBERSHIP

The CAP has a total of three (3) members, and one (1) Councillor/Elected Representative.

Of the four (4) members, there is one (1) Elected Member of the Council, and three (3) members that are independent of the Council. The Council selected the independent members through an Expression of Interest process that was open to members of the public.

The CAP members are:

  • Presiding Member - John Brak
  • Independent Member – Matthew East
  • Independent Member - Stephen Horsell
  • Council Member - Mayor Roslyn Talbot

MEETING VENUE, DATES AND TIME

Council Assessment Panel meetings are held on the second Wednesday of each month, commencing at 5.30pm in the Kadina Town Hall, 51 Taylor Street, Kadina.

Meetings may be cancelled if there are no items to discuss. Special meetings may be held as and when required.

CODE OF CONDUCT

Members of the CAP are required to strictly adhere to the State Government's Code of Conduct. Any complaints regarding the conduct of a CAP member must be referred to the South Australian Planning Commission.
