PROPOSAL FOR THE REVOCATION OF

COMMUNITY LAND CLASSIFICATION

6 DEEBLE STREET, EAST MOONTA

Public Consultation Report

November 2025

1. Introduction

Notice is hereby given pursuant to Subsection 194(2) of the Local Government Act 1999 that the Copper Coast Council proposes to revoke the community land classification on Council owned land being Section 1722, Hundred of Wallaroo, (6 Deeble Street, East Moonta), Certificate of Title Volume 5727 Folio 995 (Land). Refer to Attachment 1 for a site plan.

Local Government Act 1999

The Act prescribes that council must prepare, and make publicly available, a community consultation report prior to the revocation of the community land classification for community land. This report addresses the requirements of subsection 194(2)(b).

2. Summary of the reasons for the proposal

The Land hosts the ruins of what was formerly the East Moonta Wesleyan Methodist Church. An assessment undertaken in late 2024, indicated that it may have been possible for Council to manage the site as an historical ruin/adaptive re-use building, given its significance to the Australian Cornish Mining Sites (ACMS) world heritage bid. However, the building deteriorated substantially, with significant structural collapse, between the time of assessment and acquisition on 8th August 2025, due to a combination of weather conditions, vandalism and theft.

As a result of the deterioration of the building, an engineer’s assessment was undertaken following settlement. Professional archaeologists were also consulted, and it was concluded that the former church was now irretrievable and unsafe. Controlled demolition of the structure is necessary.

As the purpose of Council purchasing the Land, that is, for its heritage significance, has now altered, it is surplus to Council needs, and it is proposed that the Land be sold on the open market.

3. Statement of any dedication, reservation or trust to which the land is subject

The land is owned by the Council and is not subject to dedication or trust.

This parcel of land is outside of the Moonta Mines State Heritage Area, as indicated in Attachment 2. Any heritage significance of the property has now been lost due to the significant deterioration of the former church ruins.

4. Statement of whether revocation of the classification is proposed with a view to sale or disposal

With the heritage significance of the site being eliminated Council has resolved to clear the site and place the property on the open market. A potential re-sale price for the property on the open market will be sourced from a local real estate agent.

It is hoped that the money outlaid to purchase the property can be recouped and that the funds acquired from the sale of the land will be put back into general revenue.

The sale of the property is consistent with Section 7.7.2(h)(ii) of the Copper Coast Council’s Disposal of Land and Other Assets Policy.

There was no State Government financial assistance given to Council in the process to acquire the land.

5. Assessment of how implementation of the proposal would affect the area and local community

The local community and area have been affected by the loss of the heritage significance of the former East Moonta Wesleyan Methodist Church.

The proposed sale of the cleared Land itself is not considered to have any effect to the area or local community.

6. Statement of ownership of the land

The Copper Coast Council took ownership on 8th August 2025 for Section 1722, Hundred of Wallaroo, known as 6 Deeble Street, East Moonta, Certificate of Title Volume 5727 Folio 995. A copy of the Certificate of Title is attached as Attachment 3.

7. Strategic Plan Linkage

Council’s Strategic Plan 2025 – 2035 was adopted by Council in 2025, pursuant to Section 122 of the Local Government Act 1999 and represents the strategic vision for Copper Coast council which is ‘a thriving regional centre inspired by lifestyle, driven by possibility’. The Strategic Plan sets out Council’s long-term vision for the Copper Coast and gives directions and targets for what Council wants to achieve for the community.

At the time that Council resolved to purchase the Land, it was in line with the heritage commitments set out in Council’s 2025-2035 Strategic Plan, within Theme 1.
