Implementation Phase

Construction of stage 1 began on the 21st of November 2016.

 

Stage 1 consists of stormwater pipework across the town centre and the upgrade of Frances Tce. This prepared the town for stage 2 which was started to be implemented in 2017.

 

To remind our residents that Kadina will be open for business during the construction period, weekly prizes will be available for shoppers in the redevelopment zone. For details visit a participating store in the Kadina CBD

Background

In the 2014/15 Annual Business Plan the Council committed to the redevelopment of the Kadina Town Centre.

The area has been identified as the commercial hub for the Yorke Peninsula, but currently has a number of issues including;

  • Ageing infrastructure
  • Disability access
  • Pedestrian movements and safety
  • Shade and general amenity
  • Mismatch of pavement surfaces
  • Traffic flow and management

A master plan was created following public consultation in 2012/13.

Work is currently starting on the design and construction phase of the redevelopment with the project to be rolled out over 3 budget cycles. The 1st year (14/15) will include undertaking a trial in a short section of Graves Street that will provide the community an opportunity to contribute to the final designs. The trial will include the addition of trees into the CBD and the alteration of the pedestrian access and central crossing points.

The master plan suggested that a section of Graves Street be upgraded to introduce a shared use mall within the heart of the town centre, between Hallett and Goyder Streets. The intent of the shared use mall is to once again establish Kadina as not only the main service town within the Copper Coast but to help create a new identity for the town drawing locals and tourists to visit and spend time. A shared use mall would cater for parking opportunities directly to the front of shops and encourage social interactions strengthening community pride in Kadina.

The intent of the trial was to seek further community comment on this change, before the final construction plans were prepared.

15th February 2018

This week works have progressed in many areas around the CBD. The focus has been shifted back into Goyder St with footpath preparation ongoing this week and also paving being laid in some areas. Paving works at the western end of Frances Tce and concrete works in front of Subway have also recommenced this week. Footpath works along Frances Tce and Goyder St will continue next week in order to complete unfinished areas. Sealing is scheduled for Draper St and Hallett St between Doswell Tce and Taylor St mid next week.

11th February 2018

The realignment of the Copper Coast highway is really taking shape.

Feedback from the Railway Tce residents has helped to improve the project. Thank you.

Aldi are keen to start construction of their new store as soon as this phase of the project has been completed.

27th January 2018

Work is underway again on the final phase of the project.

The contractors will return to work in the main streets following their break for the festive season.

Work will be completed from Frances Terrace right through to and including Taylor Street, before work continues in the education precinct (Taylor to Doswell).

At the same time a second contractor will continue to move the Copper Coast Hwy's alignment to the south to allow for two new large retail allotments.

The majority of work is expected to be completed by mid year.

19th December 2017

SOLD 

The western allotment has been sold to Aldi who intend to start construction of a new store as soon as the highway’s pavement realignment has been completed. The store will bring jobs and more purchasing options for our community. 

The eastern allotment will be sold at a future date once the kadina CBD redevelopment works are completed. We hope that this allotment will also attract a larger retailer that will help support the smaller businesses in the CBD. 
Kadina is the commercial centre for our region and we are planning for its growth to continue.

18th December 2017

calling it a day!!

Now that the lower half of Goyder Street has been sealed, the contactor will cease work in the CBD (south of Taylor St) until the middle of January.

Lots more exciting works to come in the new year.

We can now see a glimpse of the finished product in Day and Goyder streets.

The new pavers look great as do the first of many trees that were also planted today.

There are still trees, landscaping and work on the stormwater lagoons to be completed in the Frances Tce car park, but it's great to finally see it open. Those works will continue in the new year.

15th December 2017

Stage 1

As you would not have noticed, all the stobie poles on Frances Tce have now been removed. The line marking has now been completed in the carparks and bicycle lanes. Frances Tce is now open to traffic at the Digby St intersection. Contractors have been preparing footpaths for paving and have commenced demobilization which will go into early next week. This will see fencing removed and excess materials moved off site and the road surface swept. In the new year, some minor kerbing works will be completed where the stobie poles have been removed which will not restrict traffic flows.

 

Stage 2

Crews have been working along Goyder St in preparation for bitumen for Monday. Crews will be working over the weekend to pave an area in front of Bank SA. Some trees will also be planted on Monday which will see works cease until the new year in Goyder St.

8th December 2017

Major steps were taken this week with the majority of road prep now completed on Frances Tce. Contractors have been laying bitumen along Frances Tce this week which will continue into next week. The first stobie pole was taken down today at the Digby St end of Frances Tce. Next week we will see more of these stobie poles disappear. Traffic flows around Frances Tce will be significantly improved next week as the majority of bitumen will be laid.

1st December 2017

STAGE 1

Stage 1 of the CBD redevelopment is now at the pointy end with 100% of stormwater now complete and the Digby St/Frances Tce intersection open to traffic. Next week, Frances Tce will remain closed in order for final road preparation and the Bitumising of Frances Tce and the remainder of the eastern carpark. The majority of street lighting is now installed with the rest to be installed once the electrical stobie poles are taken down in the coming weeks.  

 

STAGE 2

Bitumen on Day St and a section of Lane 4 has now been completed. Contractors are progressing with the road construction on Goyder St. The installation of stormwater pits and kerbing along Goyder St will be commencing next week.

24th November 2017

STAGE 1

Bitumen contractors have now completed the majority of the eastern carpark. Works on the intersection of Digby St and Frances Tce are at the final stages and will progressing with these works over the weekend.

 

STAGE 2

Stage 2 works have been progressing well with contractors concreting the protuberances of the Day St/Taylor St intersection and prepping the road for bitumen. Goyder St road works have commenced with road base being carted in to raise the road to the appropriate levels.

16th November 2017

STAGE 1
Bitumen contractors have now commenced in the eastern carpark. They will be continuing through to next week to ensure the carpark is complete. Works on the intersection of Digby St and Frances Tce are progressing with the final stormwater pipes to be laid very soon.

STAGE 2
Stage 2 works have been progressing well with contractors laying the majority of kerbing and footpaths along Day St. Starting next week, Contractors will be working on the southern end of Goyder St and will commence road raising works. There will be road closures in place for these works.

10th November 2017

STAGE 1
Stage 1 works have been progressing well with the majority of kerbing and road works now complete on Frances Tce. The final layer of road base will be prepared over the weekend and will be re-opened next week. Due to this, contractors will shift to the intersection of Digby St and Frances Tce to complete the remaining section of stormwater and road works. Electrical contractors are also nearing completion of all underground power conduits ready for SA Power networks to commence works on enabling the new system in the coming weeks.

Tomorrow, Bitumen contractors will be on site spraying the car parks with an undercoat ready for bitumen next week. Tomorrow morning Contractors will be lowering the pits on the northern end of Digby St which will allow this section of road to be sealed by the afternoon.

STAGE 2
Stage 2 works have been progressing well with contractors laying the majority of kerbing along Day St. Footpaths have also been poured on the western side of Day St with works continuing next week. Contractors are looking at moving into Goyder St once Day St is completed.

Works have been progressing well on Day St with kerbing poured on the western side of Day St. Footpaths will continue to be prepared and poured next week between Doswell Tce and Taylor St.

Concrete works have been ongoing within the carpark with both spoon drains and kerbing being poured. Crews have now completed major stormwater installation on Digby St. Works are continuing on the installation of the final conduits for the underground electrical works. Sealing on Frances Tce and the new carparks will be coordinated around the removal of the stobie poles by SA Power Networks. The sealing will occur in two stages around mid-November and early December.

 

This weekend, works will be continuing in the Frances Tce car park on Saturday afternoon while works will be continuing on Graves St outside of the Ascott Theatre on Sunday.

 

STAGE 2

the majority of kerbing has already been poured along the first section of Day St with the majority of footpaths now prepared for paving. Next week, the contractors will be continuing works on Day St between Taylor St and Doswell Tce.

This week’s works have been progressing on both Frances Tce and Digby St. Concrete works have been ongoing within the carpark with both spoon drains and kerbing being poured. stormwater crews have been working on the final few road crossings and the Taylor St end of Digby St. Next week the final conduits for PLEC will be trenched and installed along Frances Tce.

 

This weekend, works will be continuing in the Frances Tce car park on Saturday afternoon and Sunday while works will be continuing on Digby St only on Sunday.

 

With Stage 2 now underway, the majority of kerbing has already been poured along Day St. Next week, the contractors will be continuing on Day St with footpath preparation and completing stormwater works.

13th October

This week’s works have been progressing on both Frances Tce and Digby St. Kerbing works have been ongoing within the carpark area while stormwater crews have been working on the final few road crossings. Frances Tce is now closed off from Hallett St to Subway. stormwater crews are now working on Digby St between Graves and Lane no 4.

 

This weekend, works will be continuing on the intersection of Digby St and Graves St.

 

Starting Monday, Stage 2 will commence on Day St between Frances Tce and Taylor St. This section will see all new kerbing, footpaths, street lights and road surface. Minor stormwater works are also still to be installed within Day St.

29th September

This week, works have progressed well on both Digby St and Frances Tce. The crews have now completed stormwater in the eastern carpark and have begun preparation works for stormwater crossings on Frances Tce. The majority of the conduit and bases for the public lighting within the carpark have been installed. Road base within the carpark will also be ongoing. stormwater crews on Digby St have progressed well, they are almost at the intersection of Graves St.

 

Over the weekend, Digby St will be closed between Graves St and Lane no 5, with access available to both of these side streets.

 

This long weekend there will be no works on Saturday and Sunday, but crews will be working on the intersection of Graves and Goyder St on the Monday.

15th September

This week multiple crews have been working on the installation the stormwater pipes on Digby St. Due to unstable ground conditions, the entire road had to be closed for both the public and the crews safety. Works have been progressing well in the eastern carpark with stormwater completed in the majority of the area. The first layer of road base has been laid in approximately 75% of the eastern carpark. These works will be continuing next week.

 

This Sunday, two separate crews will be working on Digby St and also the intersection of Graves and Goyder St.

18th August 2017

This week, multiple crews have been working on the Frances Terrace/Hallett Street intersection.

stormwater crews have continued laying pipe down Goyder Street which will continue next week without road closures.

Within the fenced car park work zone stormwater crews have continued laying some of the main drainage network that will be underneath the new car park. This underground network drains east of Digby street. Road crews have also continued laying road base to a section of the eastern carpark in readiness for lighting installation and kerbing.

 

This Saturday 19/08, night works will be in place on the corner of Goyder Street and Graves Street starting from 6pm. These works will continue on Sunday to ensure the intersection is open for Monday.

 

Works on the  Digby Street stormwater will be commencing as from  Friday September 1st commencing on the Frances Terrace/Digby Street intersection heading north towards Taylor Street. 

11th August 2017

This week, multiple crews have been working on the Frances Tce/Hallett St intersection. Teams of concreters have been laying kerbing and road crews were bringing the road to the appropriate level at this intersection. Council has implemented some design improvements to this intersection which has delayed its opening to the public until next week. stormwater crews continued laying pipe down Goyder St which will continue next week without road closures. stormwater crews have also begun excavation to commence laying pipe within the eastern carpark. A section of the eastern carpark has also been prepared to enable road crews to commence laying road base next week.

4th August 2017

This week, multiple crews have been working on Frances Tce. Teams of concreters have been laying kerbing and installing stormwater inlets at the intersection of Frances Tce and Hallett St. Demolition crews have fenced off the eastern car park and have begun demolition works in this area. stormwater crews have also continued laying pipe work on Goyder St in front of Lane No 4.

 

The works at the intersection of Hallett St and Frances Tce will be complete early next week to enable the entirety of Frances Tce to be accessible whilst works on the eastern car park and stormwater works on Digby St commence.

28th July 2017

This week, multiple crews have been working on Frances Tce. Teams of concreters have been laying kerbing and installing stormwater inlets along Frances Tce while road crews have been bringing the road base up to the appropriate level. Separate stormwater crews have continued laying pipe work along Goyder St and at the Frances Tce end of Hallett St.

 

Crews will be working this weekend to complete the western section of Frances Tce to ensure it is open to the public for Monday morning. The intersection of Hallett St and Frances Tce will be stay closed just for next week to enable crews to complete kerbing and preparing the road in this location. Once this intersection is complete, all of Frances Tce will be accessible while crews commence works in the eastern carpark.

Separate stormwater crews have been continuing laying pipe work along Goyder St and at the France Tce end of Hallett St. Contractors have also been laying kerbing along Frances Tce while road crews are bringing the road base up the appropriate level.

 

Next week, the following works will be continuing;

  • PLEC works – Frances Tce
  • Goyder St stormwater works – Road closure between Graves St and No 4 Lane
  • Road base preparation for Frances Tce and western carpark
  • Concrete contractors will be laying kerbing along Frances Tce
  • *Sunday Works 23/7/17* Graves St / Hallett St intersection stormwater works (Graves St to remain open)
  • *Sunday Works 23/7/17* Road crews working on road base along Frances Tce

 

The focus for next week will be completing the western section of Frances Tce to be opened for the public by Friday 28/7/17.

14th July 2017

Contractors have continued with trenching and electrical conduit installation for PLEC underground electrical cabling and have commenced installing car park lighting. Separate stormwater crews have been continuing laying pipe work along Goyder St and verifying service levels on Digby St. Contractors have also been laying kerbing and the spoon drain along Frances Tce.

 

Next week, the following works will be continuing;

  • PLEC works – Frances Tce
  • Goyder St stormwater works – Road closure between Graves St and No 4 Lane
  • Hallett St stormwater works - Road closure between Graves St and Frances Tce.
  • Road base preparation for Frances Tce and western carpark
  • Concrete contractors will be laying kerbing along Frances Tce
  • *Sunday Works 16/7/17* Graves St / Goyder St intersection stormwater works

 

The focus for July will be completing the current work zone within Frances Terrace such that this area can be opened up for public use by August. This is a significant milestone within the stage 1 works as the majority of the “heavy lifting” will have been completed. The work zone will move to the eastern section of Frances Terrace opposite Woolworths where Council is very mindful of traffic conditions and will be adjusting work practices to accommodate this busy environment.

 

In addition to this milestone within stage 1 the stage 2 tender works for the CBD project have been released. This tender closes on the 14th August and will include all the footpath, road/kerbing (asphalt seals), stormwater, lighting and streetscaping (trees, seating, flags etc.) improvements throughout the entire CBD. Feedback provided from businesses and the broader community will be incorporated within this tender to ensure the project progresses positively.

    • Goyder St stormwater works (between Lane No. 5 and Graves St) – Road closure in place
    • Road base preparation for Frances Tce and western carpark
    • Service Potholing on Digby St – Traffic Management will be in place
    • *Sunday Works 2/7/17* Graves St stormwater works (between Draper St and Hallett St)

This week, multiple crews have been working on Frances Tce. Contractors have continued with trenching and electrical conduit installation for PLEC underground electrical cabling. Separate stormwater crews have been continuing laying pipe work along Goyder St and on Draper St. Construction crews have been continuing on the car park base on Frances Tce and council workers have been excavating the western detention basin which is nearing completion.

 

Next week, all the above works will be continuing. Stormwater crews will also be continuing works on Draper St this Sunday.

 

9th June 2017

This week, multiple crews have been working on Frances Tce. Contractors have continued with trenching and electrical conduit installation for PLEC underground electrical cabling. Stormwater crews have been continuing laying pipe work along Goyder St and have recommenced works on Draper St. Construction crews have been continuing on the car park base on Frances Tce and council workers have been excavating the western detention basin.

Next week, all the above works will be continuing.

By close of business, Goyder St will be reopened for the long weekend.

2nd June 2017

This week, multiple crews have been working on Frances Tce. Contractors have continued with trenching and electrical conduit installation for PLEC underground electrical cabling. Concreters have been on site continuing pouring kerbing and spoon drains within the car park. Stormwater crews have been continuing laying pipe work along Goyder St. Contractors have also been locating services along Digby St in preparation for stormwater works. Construction crews have been continuing on the car park base. Council workers have been excavating the western detention basin which will continue into next week.

Next week, all the above works will be continuing.

19th May 2017

This week, crews have been working on filling the carpark with the final base layer in preparation for seal which is scheduled for the first week of June. Stormwater works on Goyder St were put on hold until next week to ensure there would be no interference with events during Kernewek.

Next week, activity on site will be dramatically increasing with multiple crews continuing with works. stormwater works on Goyder St between Frances Tce and Graves St will commence. Crews will be continuing work on the final base layer in the western carpark. Contractors will begin the excavation for PLEC underground electrical cabling along Frances Tce. Council will also be commencing the excavation of the detention basin to the west of the Frances Tce carpark.

12th May 2017

This week, crews have been locating the depths of services along Goyder St. Contractors have also been pouring the kerbing within the Frances Tce carpark which will continue into next week.

Next week, crews will be commencing stormwater works on Goyder St between Frances Tce and Graves St. Additional crews will also be filling the carpark with the final base layer in preparation for asphalt which is scheduled for the first week of June. These works will not be interfering with any events during Kernewek.

Post Kernewek, contractors will begin the excavation for PLEC underground electrical cabling along Frances Tce. Council will also be commencing the excavation of the detention basin to the west of the Frances Tce carpark.

5th May 2017

This week, works have progressed well in the Frances Tce car park. Contractors have completed installing the conduits for the public lighting and the bases for the light posts. Kerbing preparation works have also been occurring and will continue early next week to ensure it is ready for concrete mid next week.

Next week, contractors will be on Goyder St locating and confirming the depths of all services. This will occur without road closures, however, traffic management will be in place.


We have been in communication with the Kernewek committee to ensure works will not interfere with any events taking place in the CBD during the festival.
