PUBLIC CONSULTATION - STRATEGIC PLAN 2025-2035 (updated), DRAFT LONG TERM FINANCIAL PLAN 2025/2035 AND ANNUAL BUSINESS PLAN
All South Australian Councils are required to maintain a suite of Strategic Management Plans that outline the Council's long-term vision, goals, and actions for the future. The key documents include a Strategic Plan, Asset Management Plan/s, Long Term Financial Plan and Annual Business Plan (& Budget). Collectively, they guide decision-making, resource allocation, and overall direction for the Council. These plans are required by the Local Government Act 1999 (SA) and are used to inform financial, asset, and service planning.
Updated Strategic Management Plan 2025-2035
Council adopted the 2024-2034 Strategic Plan in late 2024. For consistency, the Strategic Plan has been updated to the current ten-year planning period of 2025-2035 and accompanies the consolidated Draft Long Term Financial Plan 2025-2035 and the Annual Business Plan in public consultation. The updated planning period is the only change made to the Strategic Plan.

Draft Long Term Financial Plan 2025-2035 and Annual Business Plan
Through the Long Term Financial Plan, the Council forecasts possible activities and projects over the next 10 years with an aim to ensure financial sustainability over the period. The Annual Business Plan outlines the Council’s priorities for the year ahead and includes the budget and rating policy. It ensures the Council’s activities are aligned with the Strategic Plan and outlines how the Council intends to measure its performance.
In pursuit of best practice, this year the draft Long Term Financial Plan and Annual Business Plan have been consolidated to create a single document, with year 1 of the plan being the Annual Budget. The Council hopes this change will highlight the alignment of the key documents and improve its readability.
The Draft Annual Business Plan & Budget has been prepared on the basis of an increase of 5.5% ($1.2m increase on generated rate income from 2024/25) to rate income from 2024/25 and corresponding changes to the service & fixed charges. Total operating expenses to be held where possible, within levels of the previous financial years and adjusted by either the CPI or the Local Government Price Index allowing above indexation increases to be allocated directly to maintaining community assets.
The draft Long Term Financial Plan and Annual Business Plan are required under legislation to be available for distribution and comment by the community before the plan is adopted by the Council.

* The draft LTFP and ABP includes the proposed key data and content of the plan/s. Images and graphics contained within the plan may be updated prior to the final draft being presented for adoption in July 2025.
Public Meeting
Council will be holding a public meeting and information session on the Draft Long Term Financial Plan 2025-2035 and Annual Business Plan - at 6 pm, Wednesday 21/05/2025 at Moonta Memorial Park Bowling Club.

What happens after the consultation?
Following the closure of the public consultation period on the 26th of May 2025, feedback received is collated and reviewed to inform any prospective updates, corrections or changes to the drafts. Updated imagery and graphics are also included in the updated drafts at this time.
The final drafts of the updated Strategic Plan 2025-2035, Draft Long Term Financial Plan 2025-2035 and the Annual Business Plan will be presented to Council’s Audit and Risk Committee for review on the 23rd of June 2025 and finally to Council on the 2nd July 2025 for adoption.
