Resource Recovery Centre (RRC)

Council’s Resource Recovery Centre (RRC) opened to the public on the 1st July 2014 following the Environmental Protection Authority (EPA) licenses for the Wallaroo and Kadina landfill sites reaching their end of term.

The RRC is an EPA licenced Transfer Station, permitted to receive and store on-site for short periods prior to the materials received being transported in bulk to processing sites within South Australia.

Council is proactive in managing waste in a sustainable and circular manner and requires segregation of waste to increase resource recovery prior to transporting to approved depots for further sorting, resource recovery or disposal.

Kerbside waste collected also requires businesses and residents to separate their waste into the three waste streams (organics, recyclables and general household waste), which is then delivered to the RRC for transporting to approved depots for further sorting, resource recovery or disposal

Waste delivered direct to the RRC by residents, businesses (including commercial waste contractors) must be separated and placed into the specific areas or bins.

Free Waste Disposal for Residents

Available to occupied residential properties only and excludes businesses, vacant land and uninhabitable properties.

From the 1st July 2022, Council has adopted that each occupied residential property has the option to deliver:

  • two (2) loads of 175 kg of green waste, each financial year - at no charge;
  • one (1) load of 175 kg of hard waste, each financial year - at no charge.
  • In the event a load is:

  • below 175 kg - the kilograms below 175 kg will not carry forward for future deliveries.
  • above 175 kg - charges will apply for each kg above 175 kg in accordance with Council’s Fees and Charges Register.
  • Residents wishing to access the free disposal will need to provide the following evidence:

  • Where the resident is the property owner - will be required to bring a copy of their Council rate notice or drivers licence to prove their residential abode.
  • Where the resident is a tenant of the property - will need to bring a copy of a rental statement or a letter stating permission from the property owner and the tenants driver’s licence to prove their residential abode.
  • If a resident arranges someone to undertake works on their behalf, the resident will need to provide a copy of the Council rate notice or written confirmation that the gardener/handyman is authorised to deliver on the their behalf (including the assessment number for the property).
  • Free Waste Disposal for Residents of Council Aged Homes

    Residents wishing to access the free disposal will need to provide the following evidence:

  • A copy of this letter & a form of ID to prove their residential abode.
  • If a resident arranges someone to undertake works on their behalf, the resident will need to provide a copy of this letter or written confirmation that the gardener/handyman is authorised to deliver on their behalf.

    Waste Management Brochure

    The Waste Management Brochure details the services at the Resource Recovery Centre.

    Conditions of Entry:

    • Follow RRC staff instructions at all times
    • Enclosed footwear must be worn at all times
    • Children and animals must remain in vehicles
    • Smoking or drinking on site is NOT allowed
    • Waste must be separated into various waste stream bays
    • RRC staff have the right to refuse any waste not sorted
    • Aggressive or abusive behaviour will not be tolerated
    • Any persons found to be in breach of the conditions of entry may be refused access to the site.

    What do I do on arrival at the RRC?

    • No booking is required.
    • Drive to the entry gate and proceed to the weigh-in bridge.
    • If a truck or plant is in operation, you may be required to wait until it is safe to enter.
    • RRC staff will acknowledge your arrival via the intercom system, ask what types of waste you have to deliver and then weigh your vehicle and trailer in.
    • RRC staff will direct you to the appropriate areas where a further RRC staff member will assist you in locating the correct areas or bins where your waste must be placed.
    • RRC staff will then direct you to the weigh-out bridge for processing and payment of any waste that incurs a charge.
    • In the event some waste can be delivered free of charge, RRC staff may require you to drive a second time over the weigh-in/weigh-out bridges to ensure you only pay for waste with associated charges.

    Fees and Charges

    Prior to the 1st July each year, Council will adopt the Fees and Charges as required under the Local Government Act 1999.

    Where does the waste go now?

    • General Waste is transported to Inkermann, operated by Cleanaway where waste is managed on site for life.
    • Mixed Recycling is transported to Northern Areas Waste Management Authority (NAWMA) where it is sorted and materials forwarded to processing facilities to ensure materials are recovered in a sustainable and circular economic way.  The video link shows the NAWMA facility in action - clicking here.
    • Food Organics and Green Organics is transported to processing facilities in South Australia and made into compost.
    • Other Materials - tyres, batteries, electrical items, oil, steel and other items will be sent to processing facilities to extract the maximum value out of discard products and materials.
